OASIS Quality Assurance Policy
Preventing Problems Before They Develop:
- OASIS controls costs through preparing budgets, monitoring and reporting actual costs, comparing them against budget to identify variances, and correcting the conditions leading to the variances. Each task or sensibly separable subtask is assigned a unique job number as well as a descriptive name. Labor hours for each job number are entered by individual staff members on their time sheets on a daily basis. Similarly, travel expenses, material or other direct charges (ODCs) are logged against job numbers as they are incurred. Time sheets are collected twice monthly, on the 15th and last day of the month. Within two days of collection, an official report can be made of time and dollar expenditures by job number, including ODCs. At any time within a semimonthly period, even daily, a time sheet "sweep" can be made, yielding an unofficial estimate of expenditures. We have an electronic, computer?based, job cost system that will allow a summary of progress and expenditures by the program manager or job supervisor. On a monthly basis, OASIS will compile a full report on expenditures and submit it to the COR(s) and Principal Task Engineer(s) at the Zone 1 and/or 2 WCs as part of its customer report.
- As the prime contractor, OASIS assumes full responsibility for the quality of service and final products delivered to each WC. Our maintenance of quality begins with a complete understanding of the customer's needs and governing specifications, continues with the assignment of qualified and dedicated personnel, and is complete only when the final product or service has been thoroughly reviewed from a technical standpoint and subjected to QA checks in accordance with formal procedures. Our QA efforts are supported by management awareness, internal audits, inspections, reviews, and excellent customer communications.
- OASIS will direct all significant contract provisions to our subcontractors and will insist that they meet the same rigorous standards we have set for ourselves. We will encourage DDL OMNI and our other subcontractors to continue to implement that QA system under their subcontract(s). However, OASIS will perform the final quality assurance check, as well as interim audits, inspections, and reviews as appropriate.
